Dr. Rita Munley Gallagher

Loyd V. Allen, Jr., Ph.D., USP Member from the University of Oklahoma College of Pharmacy and Member of the Council of the Convention

This issue of the USP Member Spotlight shines on Loyd V. Allen, Jr., Ph.D., Member of the USP
Council of the Convention (CoC), Chair of the CoC Section on the Quality of Compounded Medicines, and Convention Delegate representing the University of Oklahoma College of Pharmacy since 1980. Dr. Allen is the founder and Editor–in–Chief of the International Journal of Pharmaceutical Compounding and CEO of the Midwest Institute of Research and Technology. He is a Professor Emeritus of the University of Oklahoma College of Pharmacy where he was a Professor and Chair of the Department of Medicinal Chemistry and Pharmaceutics until his retirement in 1998. In addition, Dr. Allen is a consultant in pharmacy and pharmaceutics to the pharmaceutical industry in product development and patent infringement legal cases. He has been awarded 13 patents and is currently working on national and international projects involving new drug product formulation.

As a USP volunteer, Dr. Allen has been engaged in USP activities since the 1970's when he proofed and was a contributor to the USP. Since 1990, he has served on numerous committees and panels including the Committee of Revision and its Nominating Committee, the Council of Experts and its Executive Committee, and the Nomenclature Expert Committee. Since 2000, he has chaired the Compounding Pharmacy Expert Committee. He has published numerous articles and delivered speeches on USP General Chapters <795> and <797> that set standards for the compounding of non–sterile and sterile preparations.

Dr. Allen is a Fellow of the American Foundation for Pharmaceutical Education, the American College of Apothecaries (ACA), the Academy of Pharmaceutical Research and Science, the American Pharmaceutical Association (APhA), and the International Academy of Compounding Pharmacists (IACP). He has served in numerous positions in the APhA Academy of Pharmaceutical Research and Science and was a member of the APhA Board of Trustees.

Dr. Allen is a prolific writer and editor. His credits include over 200 experimental publications and abstracts; 25 books, chapters and monographs; over 400 professional publications, 22 film/book reviews; co–author of three textbooks; and sole author of two textbooks. Dr. Allen obtained a BS and MS in pharmacy from the University of Oklahoma, completed a residency in hospital pharmacy at the US Public Health Service Hospital in Boston, MA, and earned a Ph.D. in pharmaceutics from the University of Texas at Austin.
